Ensuring Responsible Spending of Recovery Act Funds

 Funding available under the Recovery Act has clear purposes – to stimulate the economy through measures that modernize the Nation’s infrastructure, improve energy efficiency, and expand educational opportunities and access to health care. HUD strongly urges grantees to use CDBG-R funds for hard development costs associated with infrastructure activities that provide basic services to residents or activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings.  While the full range of CDBG activities is available to grantees, the Department strongly suggests that grantees incorporate consideration of the public perception of the intent of the Recovery Act in identifying and selecting projects for CDBG-R funding.

  A.  Spreadsheet for Reporting Proposed CDBG-R Activities

 Grantees must provide information concerning CDBG-R assisted activities in an electronic spreadsheet provided by HUD.  The information that must be reported in the spreadsheet includes activity name, activity description, CDBG-R dollar amount budgeted, eligibility category, national objective citation, additional Recovery Act funds for the activity received from other programs, and total activity budget.  An electronic copy of the spreadsheet and the format is available on HUD’s recovery website at http://www.hud.gov/recovery. 


B.  CDBG-R Information by Activity (Complete for each activity)

 (1)     Activity Name:  CARES Resource Center                                                 [$85,000]

 Activity Narrative:  The CARES Resource Center will provide a day-time location for homeless persons that otherwise would be on the streets.  At the Center, homeless persons will have a place where they can clean up for job interviews, have a mailing address, and utilize the telephone and other resources to seek employment and to find permanent housing.  Support services will be available to direct the homeless to the county services they need.  This activity partially funds the construction of the facility by paying for construction services.  This activity will be an important part of the support net for the most vulnerable and most economically disadvantaged of society by providing the services the homeless need regain economic self-sufficiency. This Public Facility will serve persons who are homeless, a category of persons presumed to be low/moderate-income.

 Jobs Created:  An estimated 7 construction jobs will be created or retained by the contracts for this project.  One (1) permanent, full-time job will be created.

 (2)     Activity Name:  New Hope Ministries Facility                                                        [$140,000]

 Activity Narrative:  This activity will partially fund the renovations to a new Public Facility for a non-profit that provides services to low- and moderate-income persons in the eastern part of Cumberland County .  The non-profit has been providing these services for a limited number of residents for some years.  Now, due to increased demand and the desire to reach out to a larger area, the non-profit needs to expand into a larger facility.  In addition to the food bank, services to be provided through the facility will be transportation assistance, referral to other service providers, children and youth programs, and cash assistance for medical costs, utility payments and rent payments.  Eligibility of beneficiaries is determined through verification of income.

 Jobs Created: An estimated seven (7) construction jobs will be retained or created.

 (3)     Activity Name:  Economic Development: Business Loans                           [$53,212]

Activity Narrative:  This activity will assist a for-profit entity to establish or expand business activity within the county.  The funds may be used for acquisition, demolition, renovation, construction, installation of energy saving or environmental protection equipment.

 Jobs Created:  The assisted for-profit entity will be required to create at least one (1) permanent job in exchange for the assistance from this activity.  The total number of jobs created will depend on the type and size of business that is assisted.

 Additional Activity Information:  Although funds will not be reserved for such an entity, priority will be given to a business that plans to re-use vacant plant capacity.

 (4)     Activity Name: Accessibility Improvements in West Shore Boroughs                      [$60,000]

 Activity Narrative:  This activity will fund the removal of architectural barriers along rights-of-way in one or more of four boroughs in the eastern part of Cumberland County that will soon have streetscape improvements underway.  Work items will include sidewalk repair or replacement, curb cuts, dimpled warning mats at crossings, and textured crosswalks. This is a Public Facility Project benefiting disabled persons for whom the architectural barriers present impediments to mobility.  Severely disabled adults are a category that is presumed low/moderate-income.

 Jobs Created:  An estimated five (5) construction jobs will be retained or created.

 (5)     Activity Name:  Planning & Administration: Grant Administration                [$27,000]

 Activity Narrative:  Activity is the administration of the grant, to include preparing and submitting the application, setting up activities in the on-line system, setting up financial records, processing and paying invoices, collection of accomplishment data, and submitting all required reports.  Administrative costs of $27,000 equal 7.39% of the $365,212 grant.

 C.  Public Comment

 The County’s planned activities and proposed use of funds were advertised in the newspaper on May 18, 2009.  The same was posted on the web site of the Responsible Organization: www.cchra.com. and a link was posted on the County’s WEB Page under “Commissioners.”  An article on the proposals was published in the newspaper and on the local newspaper’s web site on May 15, 2009.  A public hearing on the activities and proposed use of funds was held on May 28, 2009.  A copy of the application package was sent to two libraries in the county to provide additional public access.

 Response:  No public comments were received.
