The Cumberland County Board of Commissioners will hold a 2nd Public Hearing to present the budget for the intended use of funds for the County's 2021 Community Development Block Grant (CDBG) Program and Home Investment Partnerships (HOME) grants. The County anticipates receiving approximately $1,510,000 in grant funds, which consist of $1,110,000 of CDBG funds and $400,000 of HOME funds from the U.S. Department of Housing & Urban Development (HUD), as well as $10,000 in CDBG Program Income. The virtual public hearing will be held during the Commissioners’ virtual Workshop Meeting, which will convene at 9:00 a.m. on October 15, 2020. The public is invited to participate in these public meetings via Zoom (computer-based) or by phone. Activities planned with these funds will benefit primarily low- and moderate-income persons. No activity will cause the displacement of residents or businesses. Because of the COVID-19 pandemic situation, draft budget documents will be on display for a 5-day comment period beginning October 13, 2020, and ending on October 19, 2020. The County’s Program Year 2021 begins on January 1, 2021, and ends on December 31, 2021. The budget is based on projected grant amounts. Actual grant amounts will depend on the appropriation passed by Congress and other factors and may be more or less than the projected amounts. Provisions on how to allocate any additional funds received will be outlined in the Plan. The Commissioners will consider the final budget at their October 29 virtual Workshop Meeting at 9:00 a.m. and will vote to adopt the budget and send the Annual Action Plan to HUD at their virtual Voting Meeting on November 2 at 2:00 p.m. The public is invited to participate in these meetings via Zoom and telephone using the instructions above.
