County of Cumberland CDBG Programs

Date: August 25, 2020

Cumberland County invites public comment on a Substantial Amendment to its 2020, 2019, 2018, and 2017 Annual Action Plans for its Community Development Block Grant Program. The public comment period ends on August 31, 2020. The substantial amendment is available for review online at www.cchra.com and available by email or U.S. Postal Mail upon request.

A Virtual Public Hearing will take place on September 3, 2020, at 9:00 a.m. to receive public comments and recommendations for the Annual Plans before they are submitted to HUD for review and approval. The public may click on the Zoom link provided at the URL https://www.ccpa.net/CivicAlerts.aspx?AID=1927 to participate in the public hearing. The Cumberland County Commissioners will take action on the proposed changes, explained below, at a Virtual Meeting on September 8, 2020, at 2:00 p.m. Interested parties may join the meeting by clicking on the Zoom link provided at the URL https://www.ccpa.net/CivicAlerts.aspx?AID=1927.

The Substantial Amendment includes a variety of budget modifications, amended existing activities, and new activities, as follows:

2017 CDBG: At the request of the Borough of Lemoyne, $29,000 from 2017 CDBG Unprogrammed Entitlement will be reprogrammed to a new activity – Public Facility: Negley Park Upper Pavilion Construction – Lemoyne Borough (#635). This activity will support construction of a smaller new pavilion on a larger concrete pad, incorporating the existing brick fireplace into the smaller pavilion structure. The fireplace will be repaired.

2017 CDBG: At the request of Newburg Borough, $19,701 from 2017 Unprogrammed Entitlement will be reprogrammed to a new activity – Public Facility: Newburg Borough ADA Improvements (#646). With CDBG funds, the Borough will remove architectural barriers at its Borough Building – 105 W. Main St., Newburg, PA.

2017 CDBG: At the request of Shippensburg Township: the activity Public Facility: Replace Kiddie Water Park Pool & Splash Pad – ST funded in the amount of $17,250 will be cancelled. These funds will be reprogrammed to a new activity – Public Facility: Handicapped-Accessible Playground.

2018 CDBG: At the request of Shippensburg Borough, IDIS Activity #605 – Public Facility: Shippensburg LED Crosswalk – will be cancelled, and its funding - $35,000 – will be reprogrammed.

2018 CDBG: At the request of the Borough of Wormleysburg, IDIS Activity #601 will change project scope to Public Facility: Redding Park Recreation Improvements – Wormleysburg. This activity involves removal of the existing tennis court and installing in its place a playground, bocce court, and horseshoe pit. ADA-compliant walkways will be added connecting the family recreation improvements with the parking lot, picnic pavilion, restrooms, and other park features. The grant award will remain the same.

2018 CDBG: At the request of Shippensburg Township, the activity Public Facility: Replace Kiddie Water Park Pool & Splash Pad – ST funded in the amount of $65,000 will be cancelled. These funds will be reprogrammed to a new activity – Public Facility: Handicapped-Accessible Playground.

2019 CDBG: $50,000 from 2019 Unprogrammed Entitlement will be reprogrammed to a new activity - Public Facility: CCHRA - ADA and Facility Improvements (#645). The Cumberland County Housing & Redevelopment Authorities will be making ADA-accessible improvements to its building located at 114 North Hanover Street, Carlisle.

2019 CDBG: At the request of the Borough of Shippensburg, the existing activity Public Facility: Earl St. & Fort St. Sidewalk Improvements (#622) will change project scope to Public Facility: Earl St. & Fort St. LED Crosswalk Warning System – Shippensburg Borough. The Borough further requests that $20,000 of the 2019 CDBG grant award will remain, and $25,078 will be reprogrammed as follows: $7,000 to a PY 2020 activity Code Enforcement: Shippensburg Borough (#658), and $18,078 to 2019 Unprogrammed Entitlement.

2019 CDBG: At the request of the Newburg Borough, the existing activity Public Facility: Childrens Playground – Newburg Borough (#624) will change project scope to Public Facility: Newburg Borough Sidewalk Improvements (#624). The Borough further requests that $40,299 from 2019 Unprogrammed Entitlement be reprogrammed as follows: $30,000 to Public Facility: Newburg Borough Sidewalk Improvements (#624) and $10,299 to Public Facility: Newburg Borough ADA Improvements (#646).

2019 CDBG: At the request of the Borough of New Cumberland, IDIS Activity #629 – Public Facility: Water Street Project – New Cumberland Borough – ADA Improvements – will expand its scope of work to include removal of architectural barriers on an additional six corners along Reno Avenue (Reno & Ruby Avenues, Reno & Third Avenues, and Reno & Taylor Avenues).
