NOTICE OF PUBLIC HEARING - CDBG-CV PHASE II PROGRAM
DATE: July 29, 2021
The Borough of Carlisle will conduct a virtual and in-person Public Hearing at 5:45 p.m. before its Borough Council Workshop Meeting on August 4, 2021. The purpose of the Public Hearing is to receive public input concerning the CDBG-CV Phase II Substantial Amendment to the Borough’s Program Year (PY) 2019 CDBG Annual Action Plan. The purpose of the hearing is to discuss the use of CDBG-CV funds that have been allocated to the Borough through the CARES Act. The public comment period will begin on July 30, 2021, and end on August 3, 2021. Borough Council will take final action on the CDBG-CV Phase II Substantial Amendment at its regularly-scheduled virtual and in-person Council Meeting on August 12, 2021, at 7:00 p.m. After adoption, the Substantial Amendment must be submitted to the U.S. Department of Housing & Urban Development Region 3 Office by August 16, 2021.

The Borough of Carlisle anticipates receiving an allocation of CDBG-CV funds in the amount of $157,107.00. With these funds, the Borough proposes to undertake the following activities in order to prevent, prepare for, and respond to the continuing negative effects of the COVID-19 Pandemic:
Homeowner Utility Bill Assistance Program - $63,197.00. A utility assistance program to help homeowners with utility bills that may have fallen in arrears. Homeowners would be limited to three months’ worth of arrears payments.
Emergency Services COVID-19 Response Program - $40,000.00. An assistance program offered to Borough of Carlisle emergency services providers who seek reimbursement of eligible costs incurred to prevent, prepare for, and in response to coronavirus.
Borough Pre-Application Costs - $40,000.00. The Borough will seek reimbursement of costs incurred to prevent, prepare for, and in response to coronavirus.
Planning & Administration - $15,910.00. General administration and oversight by HRACC to implement the program.
