COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

PROGRAM YEAR 2021 (July 1, 2021 – June 30, 2022)

LIST OF ACTIVITIES & BUDGET

Carlisle Borough will conduct a Public Hearing on June 30, 2021, and invites all Borough residents and interested parties to attend. At the Public Hearing, the proposed PY 2021 Community Development Block Grant (CDBG) Program Budget will be presented for discussion and public comments. The Borough anticipates receiving $371,330 in CDBG funds from the U.S. Department of Housing & Urban Development (HUD) and projects $34,108 in CDBG Program Income. The budget is based on projected grant amounts; actual grant amounts will depend on the appropriation passed by Congress and other factors and may be more or less than the projected amounts. The Annual Action Plan will outline provisions for allocating any additional funds received. The Borough proposes to budget its PY 2021 CDBG funds as follows:

Activities And Descriptions Budget

1. Rehabilitation: Borough-wide Owner-Occupied Rehab Program 50,000

(Funds the rehabilitation of homes of eligible low/moderate income (LMI)

homeowners in the Borough)

2. Rehabilitation: Borough-wide Owner-Occupied Rehab Program – Delivery 5,000

(Pays for rehab services such as inspections, work write-ups and construction

management)

3. Rehabilitation: Energy Assistance Program – LMI 30,000

(Provides grants to Borough property owners for home improvements to increase

energy efficiency)

4. Rehabilitation: Energy Assistance Program Assistance – Delivery 3,000

(Pays for program delivery services including developing project specs, preparing

work write-ups, contractor selection, regulatory compliance, and construction management)

5. Code Enforcement – LMI Areas 80,000

(Pays for Borough code enforcement activities in areas that are 51% or more

low-/moderate-income)

6. Acquisition/Rehab: East South Street Downpayment/Closing Cost Assistance 30,000

(Matches the Borough’s HOME grant funds to be used for qualified 1st-time homebuyer

downpayment/closing costs assistance)

7. Public Service: Hope Station Community Services Program 30,000

(Partial payment for staff to deliver the social services offered from Hope Station)

8. Public Service: Hope Station Utility Payments 4,850

(Pays costs of utilities at facility that provides community services in a

predominantly low/moderate-income area)

9. Public Service: Summer Neighborhood Park Program 2,000

(Pays for cost of staff for summer youth programs at Memorial Park)

10. Public Service: Police Foot & Bike Patrol Program 5,000

(Funds expanded police foot and bike patrols in LMI areas)

11. Preservation/Rehab: Lincoln Street Cemetery 8,000

(Funds potential improvements to this important African-American historical area)

12. Public Facility: North Pitt Street Stormwater Project 10,000

(Provides additional funds to complete this stormwater improvement project)

13. Public Facility: Linear Park Recreation 12,438

(Supports an upcoming recreation project at the Fairground Avenue Linear Park)

14. Public Facility: Borough Sidewalk Assistance Program 25,000

(Funds are used to assist low/moderate income homeowners replace code deficient

sidewalks)

15. Rehabilitation: Streetview Program 21,000

(Supports renovations of commercial facades in the Borough’s downtown areas)

16. Economic Development: Commercial Shopsteading Loans 35,000

(Provides start-up costs for small businesses looking to set-up shop in Carlisle)

17. Planning & Administration: Borough Costs 2,150

(Defrays costs to Borough of administering the CDBG Program)

18. Planning & Administration: Redevelopment Authority Costs 50,000

(Defrays costs to Authority of administering the CDBG Program)

19. Planning & Administration: Audit Costs 2,000

(Pays for CDBG portion of required annual single audit)

TOTAL BUDGET: $405,438

The proposed budget and a summary of the PY 2021 Annual Action Plan will be available for review and comment from June 7, 2021, through July 7, 2021, at the Carlisle Borough Office; on the Borough’s website – www.carlislepa.org; at the Housing & Redevelopment Authorities of Cumberland County (HRACC) Office, 114 N. Hanover St, Carlisle; on HRACC’s website – www.cchra.com; and in the Bosler Memorial Library’s Reference Section, 158 W. High St, Carlisle. The public is also invited to comment on past uses of CDBG funds. The proposed budget will be presented at a Public Hearing scheduled for 6:45 p.m. on June 30, 2021, at the Borough of Carlisle, 53 W. South St., Carlisle, PA 17013. Borough residents and interested parties are invited to attend in-person or virtually via Zoom to provide input on the Borough’s proposed budget and on past uses of CDBG funds. Borough Council will take final action on the PY 2021 Annual Action Plan on July 8, 2021 at 7:00 p.m. These meetings will be held in-person and virtually.
