PUBLIC HEARING NOTICE
COUNTY OF CUMBERLAND
FISCAL YEAR 2021 ACTION PLAN
Cumberland County is developing its Program Year (PY) 2021 Annual Action Plan, which will include the County's PY 2021 Community Development Block Grant Program (CDBG) and Home Investment Partnerships Program (HOME) Proposed Use of Funds. The County estimates that it will receive $1,100,000 in CDBG funds and $400,000 in HOME funds for PY 2021, which will begin on January 1, 2021. Citizens and interested parties are invited to submit verbal and written comments regarding the County’s community needs and suggestions on how best to utilize these funds, as well as offer comments at scheduled public hearings.
The PY 2021 Annual Action Plan is the second under the County’s 2020-2024 Five-Year Consolidated Plan covering the years 2020–2024. In this plan, the County will identify its housing and non-housing goals for PY 2021, based upon the overall goals identified in the Consolidated Plan, and propose its PY 2021 CDBG and HOME Budgets. The Annual Action Plan is due to the U.S. Department of Housing & Urban Development (HUD) by November 15, 2020.
The virtual Community Needs hearing will be conducted by the Cumberland County Housing & Redevelopment Authorities (CCHRA) on August 17, 2020, at 9:00 a.m. The call-in number for this hearing is (717) 245-9715, Conference PIN Number 192. Beginning on August 13, 2020, the public is invited to comment on the community development needs of the County, on possible activities for which the anticipated PY 2021 funds should be used, on past uses of CDBG and HOME funds, and on the Annual Action Plan in general. Comments may be submitted prior to the public hearing, offered at the public hearing, or sent at any time between the hearing and the date on which the County Commissioners take final action. Final action is anticipated once the PY 2021 budget is approved and HUD releases 2021 allocations.
