What Is It?

This program is focused on improving habitability, energy efficiency, and disability accommodation concerns. A $100 application fee will be required for all applicants, as well as responsibility for all legal fees, including recording and satisfaction.

Eligibility

For Homeowners

We are not currently accepting applications for homeowners.

Grants of up to $25,000 are available with a maximum of $50,000 per household. A lien will be filed on the property and the homeowner must reside in the home for five years from the date of the Grant Agreement for the lien to be removed. Applicant households must:

  • Be able to pay any funds needed beyond the maximum grant amount to complete the work.
  • Have resided on the property for at least the last six months.
  • Be current on all property taxes and municipal utilities.
  • Be at or below 80% area median income (AMI).

For Landlords

To apply for the Whole Home Repairs Landlord Loan Program, please click here and select the option labeled as “Whole Home Repairs Landlord Loan Program.”

A loan of up to $50,000 per unit (capped at 15 units) is available to small landlords looking to improve the habitability, energy efficiency, and disability accommodation of their rental units. A small landlord is one with an ownership stake in no more than five properties and no more than 15 rental units. Household income of these rental units must fall at or below 60% of the area median income (AMI) as defined by the Pennsylvania Housing Finance Agency (PHFA) PennHOMES countywide limits.
