Public Notice – Notice of Amendment to the Cumberland County Citizen Participation Plan

Cumberland County hereby gives notice to amend its Citizen Participation Plan governing the administration of the Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships (HOME) Program.

The Citizen Participation Plan establishes the policies and procedures by which residents, public agencies, nonprofit organizations, and other interested parties are provided opportunities to participate in the planning, development, amendment, and performance evaluation of programs funded through the U.S. Department of Housing and Urban Development (HUD).

The proposed amendment will revise the Citizen Participation Plan to:

  • Update public participation procedures to ensure compliance with current HUD regulations and guidance.
  • Clarify requirements for public notices, public hearings, and comment periods.
  • Incorporate procedures for virtual or electronic public participation, when appropriate.
  • Update substantial amendment procedures and citizen comment requirements.
  • Make administrative and technical revisions to improve clarity and consistency.

These changes are intended to enhance public participation while maintaining compliance with all applicable HUD regulations.

The proposed amended Citizen Participation Plan will be available for public review beginning July 17th, 2026 through August 17th, 2026. A copy of the plan will be  available for public review and comment on the Housing & Redevelopment Authorities of Cumberland County’s (HRACC) website, www.cchra.com. A copy can also be available during regular business hours at the HARCC office or requested by contacting Brianna Miller, Programs & Grants Manager, bmiller@cchra.com.

Written comments regarding the proposed amendment will be accepted through August 17th, 2026 and may be submitted by email to bmiller@cchra.com or via U.S. Postal Mail at Cumberland County Housing & Redevelopment Authorities, 114 N.  Hanover St. Carlisle, PA 17013

All comments received during the public comment period will be considered prior to adoption of the amended Citizen Participation Plan.
