RFPs and RFQs

The Cumberland County Housing and Redevelopment Authorities offer several RFPs and RFQs to local contractors in areas such as construction and rehabilitation, professional services, housing inspection, and more. All items follow local and federal law and requirements, and contractors must do so as well.

Our projects come inherent with a sense of community pride – we handle redevelopment and revitalization in every corner of Cumberland County that benefits citizens’ lives every day. From affordable housing to community parks, greenways, and business spaces, we’re here to enhance daily life in Cumberland County.

Attention Contractors:
The Cumberland County Housing Authority (CCHA) is currently building an approved contractor list for upcoming projects and bid opportunities. We are seeking qualified contractors in the following trades:
• General Construction
• Interior & Exterior Painting
• Electrical
• Plumbing
• Pressure Washing
• Roofing
• Flooring
• Concrete
• Tree Trimming & Removal
This list will be used when project specifications are released for bidding across Housing Authority properties.

Work performed for the Housing Authority must comply with HUD provisions, including:
• Equal Opportunity requirements
• Prevailing Wage (when applicable)
• Section 3 Business Concerns
• Minority/Women Business Enterprises (MBE/WBE)

Minimum Requirements for Contractors:
• Registered and licensed with the PA Attorney General’s Office as a Home Improvement Contractor
• Minimum $1,000,000 liability insurance coverage
• Workers’ Compensation (if employees are on payroll)
• Automobile insurance

All interested parties will be vetted prior to being placed on the approved contractor list. Vetting will include:
• Credit review
• References
• Federal debarment verification

Notice of Invitation to Bid – Painting of Scattered Vacant Units

The Housing Authority of the County of Cumberland will receive bids for vacant unit painting of scattered units located in the Borough of Carlisle and the Borough of Mount Holly Springs, Cumberland County, PA.

Bids will be received until 10:00 a.m. on Thursday the 7th day of May 2026 at 114 North Hanover Street, Carlisle, PA 17013, at which time and place all bids will be publicly opened and read aloud.

Attention is called to the provisions for equal opportunity, and payment of  not less than the minimum salaries and wages set forth in the specifications must be paid on this project.

The work performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended 12 USC, 1701 u. The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD assisted projects covered by Section 3 shall, to the greatest extent feasible, be directed to low and very low-income persons, particularly those persons who are recipients of HUD assistance for housing.

The Housing Authority of the County of Cumberland reserves the right to reject any or all the bids. No bid shall be withdrawn for a period of thirty (30) days after the opening of bids.
