Notice of Substantial Amendment: Carlisle Borough CDBG

This notice shall satisfy all procedural requirements for activities funded by the Borough of Carlisle’s Community Development Block Grant (CDBG) program.

CDBG Activities to be Reprogrammed:

Energy Assistance Program – Changes to Grant Amounts
a. Low-income homeowners may qualify for a grant for 100% of eligible costs up to a maximum of $12,000.00.
b. Moderate-income homeowners may qualify for a grant for 75% of eligible costs up to a maximum of $9,000.00.
Energy Assistance Program – Additions to Scope of Eligible Activities
a. Air sealing to reduce infiltration (including window & door replacements).
b. Installation of attic, wall, basement and crawlspace insulation and ventilation to reduce energy loss.
c. Heating system modification or replacement to increase the efficiency of the heating system.
d. Home energy auditing.

The public has a 30-day comment period beginning Thursday, August 22st, 2024 and ending on Monday, September 23rd, to comment on the proposed changes. Comments may be in writing or by telephone. The Redevelopment Authority will accept written comments addressed to Mikayla Kitchen at 114 N. Hanover St. Carlisle, PA 17013.
