Estimated Annual CDBG Allocation: $1,253,289

The Redevelopment Authority of the County of Cumberland, on behalf of the Cumberland County Board of Commissioners, announces the opening of the Program Year (PY) 2027 Community Development Block Grant (CDBG) application period.

The CDBG Program, funded by the U.S. Department of Housing and Urban Development (HUD), provides financial assistance for eligible community development activities that principally benefit low- and moderate-income individuals and households. The program supports efforts to improve housing conditions, strengthen neighborhoods, address community needs, and expand economic opportunities throughout Cumberland County.

Anticipated Funding Availability

Based on the County’s average annual CDBG allocations for Program Years 2023 through 2026, Cumberland County anticipates receiving approximately $1.25 million in CDBG funding for Program Year 2027.

This figure is a preliminary planning estimate and does not represent a guaranteed allocation or the amount available for competitive awards. The actual amount of funding available for eligible projects will be determined following HUD’s announcement of the County’s PY2027 allocation and consideration of administrative costs, existing commitments, and other applicable funding requirements.

All funding recommendations and awards are contingent upon the availability of federal funds and final approval by the Cumberland County Board of Commissioners. The County reserves the right to adjust funding recommendations and award amounts based on the final allocation received.

Eligible Applicants and Activities

Municipalities, nonprofit organizations, and other qualified entities proposing eligible community development projects within Cumberland County are encouraged to apply.

Applicants proposing projects located within Carlisle Borough or primarily serving Carlisle Borough residents must consult with Community Development staff prior to submitting an application to determine whether the proposed activity is eligible for County CDBG funding. Because Carlisle Borough receives a separate CDBG entitlement allocation, additional geographic and program eligibility considerations may apply.

Eligible activities may include, but are not limited to:

  • Public facility and infrastructure improvements, including accessibility improvements.
  • Housing rehabilitation and preservation.
  • Elimination of slum and blight conditions.
  • Eligible public services benefiting low- and moderate-income populations.
  • Qualifying economic development activities.

All proposed projects must meet applicable HUD eligibility requirements and at least one CDBG national objective. Projects should demonstrate consistency with the priorities established in Cumberland County’s 2025–2029 Consolidated Plan.

Application and Selection Process

Applications will be accepted electronically only, beginning November 2, 2026. Completed applications must be submitted no later than Friday, January 29, 2027, at 5:00 p.m. Eastern Time. Late submissions will not be accepted.

Applications will be reviewed for eligibility, completeness, project feasibility, community benefit, and consistency with established County priorities. Funding recommendations will be developed using the County’s published CDBG Application Evaluation Criteria Worksheet and presented to the Cumberland County Board of Commissioners for consideration.

Funding is competitive and subject to the availability of federal funds. Submission of an application does not guarantee an award.

Application Materials and Additional Information

Applicants are strongly encouraged to review all available program materials before applying, including the CDBG Eligible Activities Cheat Sheet, Application Evaluation Criteria Worksheet, Policies and Procedures, and Cumberland County’s 2025–2029 Consolidated Plan.

Prospective applicants are encouraged to contact Community Development staff prior to submitting an application to discuss project eligibility, readiness, and applicable program requirements. Early consultation may help applicants identify potential eligibility concerns and ensure proposed activities are appropriately developed before submission.
