EXECUTIVE DIRECTOR           Hiring Announcement

Cumberland County Housing and Redevelopment Authorities (CCHRA) are seeking a full-time Executive Director. CCHRA seeks to hire an energetic visionary for the leadership and administration of housing and community development activities of both Authorities.

CCHRA currently owns or manages 640 units of family, senior, housing for persons with disabilities and homeless households. Of these units, 208 are Public Housing. CCHRA also administers a Housing Choice Voucher program authorized to assist 1,331 households in Cumberland and Perry Counties. CCHRA administers Community Development Block Grant and HOME Investment Partnership funding on behalf of Cumberland County. In addition, CCHRA administers a number of other local, State and Federal contracts including funding from foundations, Cumberland/Perry Mental Health and Intellectual and Developmental Disabilities, the PA Housing Finance Agency, the PA Department of Community and Economic Development, the PA Department of Environmental Protection, the US Department of Agriculture and the US Environmental Protection Agency.

The qualified applicant will have experience in Community Development and/or Housing Development including experience working with the US Department of Housing and Urban Development and/or the Pennsylvania Housing Finance Agency (specifically, low income housing tax credits). Although demonstrated skill at administering programs and interpreting and implementing regulations is critical, evidence of innovative leadership and sustainable growth of an organization is important as well. In addition, the individual must have excellent interpersonal and teamwork skills, demonstrated ability to empower staff at all levels of the organization and the ability to effectively communicate with the Public, News Media and Political Delegation.

Minimum qualifications: Any combination of education and experience sufficient to successfully perform the essential functions of the job. In addition to seven years of experience at the senior management level, a Master’s degree from an accredited college or university in management, public administration, urban and regional planning, business administration, social science area or a closely related field is preferred; however, relevant experience may be substituted with 8 or more additional years of satisfactory employment in community development, subsidized housing or property management and at least 5 additional years of supervisory experience. Direct experience with federal programs (Low Income Housing Tax Credits, Public Housing, Section 8, etc.) is preferred.
