COMMUNITY DEVELOPMENT DIRECTOR

The Cumberland County Housing and Redevelopment Authorities are hiring for the Community Development Director position. The Authorities seek to hire an energetic, detailed oriented, problem solver, highly-organized leader to manage its Community Development Division. This individual will have four direct reports. This is a very active and “hands-on” position. The Director will lead the development and implementation for federal grants received directly from HUD’s Office of Community Planning and Development (CPD) (e.g. CDBG, HOME through IDIS programs), as well as grant funds received through the Pennsylvania’s Department of Community and Economic Development (DCED) and other federal and state programs (EPA Brownfields, USDA, etc…) Establish and maintain effective working relationship with staff, government agency personnel, elected officials, and the general public. Oversees implementation of housing and commercial storefront rehabilitation programs and implementation and completion of homeownership programs for Cumberland County and the Borough of Carlisle. Provides oversight and program supervision of the Information Reporting System and compliance, permit and building inspection functions. Actively prepares, submits, and administers an approved departmental budget, including regulatory compliance on programs and projects through the Community Development Division.

Minimum qualifications: Any combination of education and experience sufficient to successfully perform the essential functions of the job. At minimum a bachelor’s degree from an accredited college or university. Master’s degree in public administration, business administration, urban planning, or other community-development related field, and supervisory experience are preferred. Direct experience with federal programs (CDBG, HOME, ESG, etc…) is desired. A valid driver's license is required.

PROPERTY MANAGEMENT - TAX CREDIT RESIDENT MANAGER - PART TIME - PERRY COUNTY

Cumberland County Housing and Redevelopment Authorities seek a part-time (18 hrs/wk) Resident Manager for Tax Credit properties in Perry County (Newport and Loysville). Must have a valid drivers’ license and reliable transportation to travel between sites. Looking for a responsible, self-motivated individual with strong interpersonal and teamwork skills. Experience in property management and fair housing is helpful to handle the normal management duties, including but not limited to lease-up, rent collections, rent calculations, ongoing tenant related and reporting functions. Minimum of high school graduate is required, but an Associate’s Degree is preferred.

Must have a valid drivers' license and reliable transportation to travel between sites. Looking for a responsible, self-motivated individual with strong interpersonal and teamwork skills. Experience in property management and fair housing is helpful to handle the normal management duties, including but not limited to, lease-up, rent calculations, rent collections, ongoing tenant related and reporting functions. Minimum of high school graduate is required, but an Associate's Degree is preferred.
