Notice of Public Meeting – Consolidated Plans and Year One Action Plans

Public Notice is hereby given that the Cumberland County Housing & Redevelopment Authorities (CCHRA) and the Borough of Carlisle will hold a public meeting to present their respective Five-Year Consolidated Plans and a “Year One” Annual Action Plans to implement federal programs that fund housing and community and economic development.

The public meeting will be held at the date, time, and location as follows:

Cumberland County and the Borough of Carlisle are federal entitlement communities under the U.S. Department of Housing and Urban Development’ (HUD) CDBG Program. As HUD entitlement communities, the County and Borough are required under 24CFR Section 91.115 to prepare a Five-Year Consolidated Plan and a “Year One” Annual Action Plan. These plans are designed to help the County and Borough assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. In addition, they specify how both their respective Community Development Block Grant (CDBG) funds are spent as well as the ways we can further fair housing throughout the County.

Residents of Cumberland County and Carlisle Borough are invited to comment on the draft Consolidated Plans and a “Year One” Annual Action Plans during a 30-day period between February 26, 2025, through March 28, 2025. Copies of the draft Five-Year Consolidated Plans and a “Year One” Annual Action Plans will be available for public inspection beginning 8:30 AM on Wednesday, February 26, 2025, through 4:00 PM, Friday, March 28, 2025, at the following locations:

Bosler Memorial Library, 158 W. High Street, Carlisle, PA 17013

The draft Five-Year Consolidated Plans and a “Year One” Annual Action Plans may also be viewed on the CCHRA website at https://cchra.com/. All comments will be considered, and a summary of comments will be attached to the final Consolidated Plan and Action Plan.
