PUBLIC MEETING NOTICE – Carlisle Borough Consolidated Plan and Annual Action Plan

Public Notice is hereby given that Carlisle Borough Council will hold a public hearing to receive public comment on the Borough’s Five-Year (2025- 2029) Consolidated Plan and a “Year One” 2025 Annual Action Plan to implement federal programs that fund housing and community and economic development.
The public hearing will be held at the date, time, and location specified as follows:
Date: Wednesday, April 2, 2025
Times: 6 – 7 PM
Location: Carlisle Borough Town Hall, 53 W South St, Carlisle, PA 17013

Carlisle Borough is a federal entitlement community under the U.S. Department of Housing and Urban Development’ (HUD) CDBG Program. As a HUD entitlement community, the Borough is required under 24CFR Section 91.115 to prepare a Five-Year Consolidated Plan and a “Year One” Annual Action Plan. These plans are designed to help the Borough assess its affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. In addition, they specify how the Borough’s Community Development Block Grant (CDBG) funds allocated from HUD are spent as well as the ways we can further fair housing in the Borough.
Copies of the Borough’s Five-Year Consolidated Plan and a “Year One” Annual Action Plan are available for public inspection at the following locations:

- Bosler Memorial Library, 158 W. High Street, Carlisle, PA 17013
The Five-Year Consolidated Plan and a “Year One” Annual Action Plan may also be viewed on the Borough’s website at https://www.carlislepa.org/ . All comments will be considered, and a summary of comments will be attached to the final Consolidated Plan and Action Plan.
